I don't know what you don't like about the hair... is it intended to represent light color hair? If so it looks fine. However if this is to be dark hair color then you should use the white only as highlights. Also looks stiff the parts that stick out, like hair-sprayed or styled to be that way. If you are going for a more "blowing in the wind" look then I would suggest you put some flowing lines instead of stiff spiky bits. Even if those are to be flyaway hairs they are looking like whole locks of hair that are sticking together and sticking out. Let me know what way you are going with it.
Also 2nd one from top has a line going from distal trajectory as opposed to proximal (which would be coming from her head). Do you mean to have a little swatch flying toward her from out of nowhere? Otherwise it could I suppose be a chunk that has come loose... it bothers me.
Your face is very well done. I just dug into the hair as you noted it was something of a concern. Hope I am being helpful in my critique, I don't mean to be harsh, just frank.
